Rotating a Tilted Image in PP. Does it cause a measureable loss of IQ?

Most of my photography is either for events or wildlife. I am usually not extremely careful about leveling the camera and often do small image rotations in PP (usually 1 to 2 degrees or less). I am wondering if there is really any measurable loss in IQ when doing these rotations with RAW images. ???

I have asked this question because of comments on this forum emphasizing leveling bubbles on tripods and electronically in camera. In the past I have never thought these issues worth considering, but am willing to rethink my opinion. I almost always do at least a small PP crop of my images, anyway. So it is not like a little rotation is damaging a perfectly composed image (which I almost never have).
