How does one develop an "eye"...

for taking above average photos? I have been taking photos for a number of years but I have not been really been able to develop that "eye" for more than a handful that I would be proud to display. Is the kind of photography I am refering to just innate in some people just like it is with painters etc? Short of taking photography courses how would one develop that ability?
