In terms of the lenses you asked about, the 24-105L is a fine lens on my 60D. If I get everything right, the photos rival the sharpness of good primes, with excellent color and contrast. The 28-135 gives you the view of a normal lens at the wide end. While the 24-105 is not that wide, the wide end is more useful.
The L lens is worth the price premium.
L is worth premium over the 28-135 for sure but not so sure about that compared to tamron 17-50 2.8 or canon 17-55 IS or 15-85 IS and such
