Okay, I figured it out. The problem is due to the ICC profile for 2209WA. If I change to the sRGB profile in Colour Management (in Windows 7), the problem goes away.
It is disconcerting that Dell's own ICC profile for its own monitor would make it not work properly. Anyway, sorry for wasting everyone's time.
