Will scanners make affordable full frame sensors possible?

The need for stitching for full frame sensors due to the stepper projection size being too small is often given as a reason for their supposed prohibitive cost for mid-range camera's.

As of 2008, the most detailed patterns in semiconductor device fabrication are transferred using a type of stepper called a scanner, which moves the wafer and reticle with respect to each other during the exposure, as a way of increasing the size of the exposed area and increasing the imaging performance of the lens.
They also mention a field size of 35x25mm, though since this is a scanner the width should be easy to increase.
So i am wondering how long it will be before these fabs from 2008 will start to be used for sensor fabrication? How old are the current best fabs used for sensors?
