Yup, you're right that's what they say. But the equations in that paper don't say that. Nor do actual DR measurements. For instance going from the D3X to the D800 there was a gain of about 0.5 stop per pixel DR, according to DxO.
Sometimes these falsehoods get so embedded even the experts trot them out.
