The best way would be a flatbed scanner. If you want really high quality copies, you can purchase a flatbed scanner to scan them in yourself. Some stores that have photo kiosks also have ones with scanners, but the thing is they scan at a lower resolution that most would for archival purposes. I ran a CVS lab in the past but I cannot remember what the output resolution was on the flatbed scanner.
