Out of those two kits I would say the 18-55 and 55-250 because you get more range and more image quality for the same price. As a beginner it's sometimes hard to know what you want to shoot, and having this range will give you the chance to try a bit of everything. Once you find a subject that you really enjoy, you can buy specialty lenses like ultra wide angles and super telephoto lenses to fit your needs.
