If using spinning hard drives as an archive method, I wouldn't be comfortable unless I had the data on AT LEAST 2 drives, and then replace those drives every 3 years. If 2TB drives are in the $100 range, that's $200/2000GB/3 years = $0.03/GB/year.

Managing hard drives yourself is probably the cheapest option, but its a bit more work to maintain them and I wouldn't trust it as my only backup method. I really wouldn't trust optical media for archiving at all.
