LV units are stops. With your 9-stops ND filter (that's an ND512 filter; if it's ND400 it's 8.67 stops), to get the same exposure, as at LV 3.3, you would need to be shooting in a LV situation of LV 3.3 + 9 stops = LV 12.3. The Exif data in the camera is not aware by what means you have reduced the light level. It does not know you have placed a ND512 filter on the front of the camera. That's why you have to manually add it to the Exif-derived LV.
