PL25 mm and bokeh wide open

I really like this shot other than the background bokeh, in particular over the vegetation.

I'm probably being very harsh on the PL25mm but I would expect better bokeh than this. It looks really busy (something like a voigtlander Nokton 50mm F1.1). My eye isn't drawn to the subject in the way i would want it to be.

It's definitely much worse with foliage. I cannot apply any enhancement to structure (other than selectively) with this kind of shot, for fear of making the bokeh worse.

Is this bokeh representative of the PL25mm? Am I making schoolboy errors in use? I ask because I see many excellent photos posted here with this lens that don't seem to exhibit this issue.
