The 16:9 crop ratio is just a crop overlay that is exported with the file. The raw file still has all the data you need. It has been several years since I saw this and I no longer have IDC installed, but I think I can get you started.

Somewhere in IDC there is an option to delete or not show the overlay. Choose this option and export your file to a different format.

You can also try right clicking on the image in ACR and changing the aspect ratio to "Original", however ,if I remember correctly, the full image may not show.
