It would be possible to do lossy compression on RAW files -- you could just do a discrete-cosine-transform-based compression with quantization of the Fourier coefficients to 8x8 blocks of each color channel independently, much like JPEG. The big thing that separates jpeg from RAW is demosaicing and all the processing that has to go along with it and, to a lesser degree, application of a tone curve. A lossy-compressed RAW would be a smaller file and still not have either of these things done to it.
Thanks. I wonder if this is what Canon does. Not that I understand Fourier coefficients in the slightest but trying to grasp what you suggest has me ask if this, put simply, is like ganging different size blocks? If I was tuning in, close at all, I'd think that practical at 16 megapixels or more.
