Resizing Images

Yes of course I did, I even mentione the artifacts in my op. But either every single photo I've ever taken is soft (possible, I guess) or theres something I'm missing.

If I don't have a clue its because I've tried to teach myself rather than come on forums and get my head bitten off. I have a masters degree in IT and I've been using digital cameras for 10 years so I don't think I'm stupid or ignorant, but thanks for making me feel so. I don't understand your second paragraph, if you'd care to explain I'd be grateful to learn.
