My apologies for the confusion on my sloppiness/common practice usage. I'm not the only one that may be cavalier in this terminology, here are two other examples (and there are many more):

“The field of view (which is what "wide" is all about) is actually determined just as much by format size as by focal length.”

I also made an assumption which I did not confirm that the 16mm lens discussed was designed for full frame camera. I hope this helps understanding my use of Field of view. There are many sources that can elaborate and hopefully clear up any misunderstandings.
