Auto ISO in M mode - how to over/under expose?

I just updated my 7D firmware to 2.0, and I'm fiddling with Auto ISO for the first time, now that we can control its max.

Got a basic issue though - using Auto ISO in M mode, it seems I cannot adjust the exposure to under or over-expose. I can't exposure-compensate as I see fit. The meter is stuck at the middle.

Is this pretty much a fact of the 7D? That I'm at its mercy to obtain what it considers a properly exposed image if I use Auto-ISO with M mode? Or is there a trick I don't know about?
