An ordinary piece of optical glass blocks most UV, so you can call it a UV filter, NC filter, optically clear lenscap, etc. Other filters, such as the once-popular skylight (1A), are different from these, having slight tints (which are often difficult to see in JPEGs shot with AWB).

There always is degradation, although it is negligible in many circumstances. No matter how well made and coated, the extra flat surfaces cause reflections and slight loss of light. Further, the different-from-air refractive index also introduces slight separation of different wavelengths (CA). Physics: it's not just a good idea -- it's the law.
