Looks like a frequency beat problem between the exposure duration and the flicker of the (fluorescent) light fixture. Something similar also happens in photographing CRT images, plasma displays, DLP projections, etc. Lights flicker at something like 50 or 60Hz (Europe or US); if your shutter speed is significantly longer than that, the actifacts should be greatly reduced.
