Of course not. There are very few environments where you cannot use a tripod. When you come across them, you use many other ways to take a steady shot, including IS, but not excluding good technique.

It's been my view that people don't use tripods because they don't own a good one, leave them at home, consider them too heavy, etc. rather than being in a situation where they actually can't use them. In those cases IS has to try to take the place of a tripod. It does an ok job but certainly not up to nearly as good. When you enlarge those images in print, you quickly see the difference in many cases.
