The texture roughness is not easy to guess without a size reference but it could be that (Mitsubishi) Pictorico GKR Pro B&W Cotton 265 gsm could fit here. Pictorico is also distributed as Gekko in some other spots on the world. The paper probably has a trace of OBAs but is neutral and has a high white reflectance: Lab 98.1 0.1 0.3 Glossy surface.

Breathing Color Vibrance 310 gsm cotton comes close but is not that rough. The same for Harman by HM Gloss Art Fibre Warmtone 300 gsm that has a slightly more stretched texture, is warmer and has no OBA. The last has an Alpha Cellulose base so may be cheaper.
