Do Less Pixels = Sharper Images

I read on Ken Rockwell's site that if I step down the resolution on my 7D from 18 MP to the medium settings - 11 MP for raw or 8 MP for JPEG, my images will be sharper. I'm not sure I understand why. Can anyone explain if this is true or not?
