??when does steady-shot become a detriment??

while trying to check sigma75-300 and olympus t-con17..1.7x with moon shots could get pretty sharp pictures at higher aperatures but not quite what i'd hoped..will try again w/antishake off...the bottom two were handheld with tcon one a sigma 28-80 the other a minolta 100-200f.4 the moon attempt was on a solid surface and the exposure wasnt too long had a 2sec delay so shutter lock-up was on.question...on a tri-pod or a solid surface should anti shake always be off? and if so at approx. what time 1sec 2 3 ect.thank you brian
