I'd recommend Steep Creek near the Mendenhall Glacier. It's not unusual to see a black bear or two hanging around when the salmon are running in the creek. And they should be running into August. There's a walkway beside the creek from which it's fairly safe to view the bears.

You might also see if any of the Juneau tour guides can suggest other bear-viewing locations.
