EXR DR (half the sensor exposed shorter than the other half) only works when ISO is set to a lower value than DR (ISO 100 + DR 200-400, ISO 200 + DR 400).

Whenever ISO is equal or higher than DR the whole sensor uses the full exposure time. When you combine that with M size then you get SN pixel-binning + DR, when you are using L size then you get HR + DR. Since the DR mechanism for both M and L seems to be the same at higher ISO Fujifilm (Germany) calls this method "HR DR". Non EXR sensor Fujifilm cameras use the same method (X100).
