I don't have a Canon, so my understanding is based on the manual and other forum posts, but my understanding was that in manual mode the AE-Lock function is disabled. That's according to the table in the back of the manual.

According to the manual, C.Fn-10=1 is used to put focus on the AE-Lock button. The manual says that C.Fn-10=0 is AF/AE Lock, which is the default. The OP hasn't indicated that C.Fn-10 has been changed.

My understanding is that when you half-press the shutter in manual mode, that the exposure indicator will stop indicating changes to exposure when C.Fn-10=0 or 1. If that's not the case then I'll gladly stand corrected.
