Yours is a common "problem".
Many pay for test targets that Nikon say can produce inaccurate focus

If you are sure your lens is good at nil (Nikon say fine tune is not normally needed) and a target needs 14 - bin the target and learn from experience you probably wasted your money

I don't know why you say that it's a "common problem", show me your statistics. I have excellent and repeatable results with FoCal, and the target is excellent. I can check the accuracy in the report, in my case (D300) the software choices are confirmed by visual check.

I confirm that the algorithm is very sensitive to lighting and unstable tripods (of course). I add that light in the viewfinder gives unreliable readings as well, so it's better to put the plastic lid on it.
