RX-100 question (yes I RTFM!)

I have heard folks here write that the "native ISO" of this camera is 125, so lower settings will affect image quality.

First, how does one know what a camera's native ISO is? Is it written somewhere?

Second, why and how does a lower setting affect IQ?
