Not really lens flare.

This spot is sometimes caused when the reflection of the sensor is sent back to the back element of the lens, and then back to the sensor. It is caused by certain lenses, notably the older Nikon 50mm f1.8, which have poor, or no, lens coating on the back of the rear element. Modern lenses with their superior rear element coating usually are immune to this.

To answer your question, using Content Aware (PS CS5 or CS6) is the easiest. Almost instant.
