Agreed, it's movement

The slow shutterspeed shows the movement (probably of the model) and the flash stopped the motion...that's where it's sharp. It's almost like 2 photos. We practiced that technique in a photo class once where you did it on purpose to try to catch motion and still have a clear part of the photo.
