How was this effect created on an ipad?

This is going to sound a bit ridiculous but here is the deal.

Back in May I took this photo of an alligator in late evening in a dark location with just a bit of setting sunlight hitting on it's eye.

Later my wife was fooling with some program on her ipad and created this next image.

I recently came up with another photo I thought could benefit from that effect and asked her to try that.
But she can not remember what she used to create the alligator eye effect.

She has gone through every photo effects program on her ipad and can't figure out which one she originally used.

I can list them here if anyone thinks that will help but for now I was hoping this would jump out and someone would immediately recognize it.
