I have no experience with needing a new sensor. If the camera is pretty new, then you could go for the repair but if not then I don't think it makes sense. If you can't get them to come down in price and the camera is unusable in its current state then you could sell it as "spares or repair" on ebay. You should get a few hundred dollars for it and then use the $1500 that you would have spent on the repair on a new D700 or upgrade to a D800. I don't imagine it costs Nikon anywhere near that to repair it but it could be quite a few hours labour in a clean environment and the sensor isn't cheap.
