Dust or Oil?

Can anyone look at this and tell me if this dust or oil? Barely 1200 actuation's and never changed lens outdoors. I just started noticing these at higher apertures.
This is with a 24-70mm @ 24mm, f8, iso 100.
I ordered a Large Giotto Rocket Blaster but doubt if it will help cleaning these spots if its oil.
