The center of this shot looks soft, compared to the sides.

These are 300% crops from near the middle of the frame (left side-center-right side):

Notice the loss of sharpness between the center crop and the sides, especially apparent in the road striping and the hedges.

Here are more crops from the lower part of the frame (left side-center-right side):

Compare the sharpness of the power line, fence, water and foliage. Again the sides are much sharper than the center crop.

I can only assume you have a somewhat spherical focal plane with this lens. With this example the sides are more in focus but at the expense of proper focus at the center of the frame. On your first sample with this lens the center of the frame was in focus but at the expense of unfocused sides.
Again, have you tried this lens without the IR filter in place?

The IR filter can induce a spherical focal plane, especially with some wide angle lenses.
Good luck figuring this out.
