Not everyone uses a crop sensor camera. For crop users, it makes much more sense to buy a refurbished 17-55 IS for the exact same price. However, for full-frame users, it makes a little more sense.
I have the 28 f/1.8 on my 5d and I love it. The border quality is horrendous though, so I could definitely see the value in the new 28 f/2.8 IS. However, it's still terribly overpriced for my taste. I'd really like to see it down in the $400-$500 range.

Good for you. Why pay more for a SLOWER f/2.8 prime with IS when you can buy a FASTER f/1.8 prime for LESS? or a Sigma 30mm f/1.4 for LESS
At the end of the day, the 28mm f/2.8 IS - at best - yield the same image and same depfth of field as a Cheap Tamron 17-50mm f/2.8 zoom.
