Removing haze

I'm in Shanghai and the atmosphere is like pea soup. Fog or smog or haze - don't know what, but it always seems to be here.
I watched Scott Kelby do a presentation at the Google+ conference where he took his image of the Taj Mahal that was buried in fog and was able to bring it to life in Lightroom. Anyone know how he did that?
Sadly, the Chinese government blocks all things google and I can't get to it to watch it again, so I'm seeking help from places I'm allowed to visit.
