Have you looked at Nik software? It does exactly what you want. They brand their technology as "UPoint"... and it works on tone/texture rather than area. So for example... if you put a control point on the sky... you can adjust just the sky and not the church spires etc... since they have a different tone/texture. You can also include areas that are included/excluded from the affects.

There are tons of free training videos on the site. I am quite new to using Nik... but so far I am amazed. Most professional or very serious amateurs that I know recommended it as the most important software to use... after a DAM of course.

They have versions that work with PS/LR/A3... and a less expensive version that works with just LR/A3.
