Formats aside, what would you say is the best printer today based on image quality alone? I am seriously thinking of getting 3880, because seeing the 24 and larger inch versions using fewer inks makes me think that 3880 is probably actually better at final image quality.

3 color (black not being included for my argument) can produce very good photos as can one with 6 colors or 12 colors. You probably won't tell the difference between a printer that uses 8 colors versus one that uses 12 colors. In the end a pro lab's printer may end up providing better prints than someone trying to get things right with a home inkjet printer. And home printing is very expensive unless you sell prints as the cost of a 3880 printer is $1000 or so. It would take a lot of out sourced prints to total $1000 by the time your 3880 is past its life.

On the flip side question arises, if we go one step further and set form factors aside, in your opinion what printer has the best IQ? Is there a 4x6 printer that is even better that 3880 etc?

No.
