Lenses will last around 20 years, bodies only a few years, until the new models are radically better and resale value collapses. So your investment will pay much higher dividends when spent on lenses.

The 550D, 600D, 650D, 60D & 7D have near identical photo quality. So spending more on the body will not gain you anything in image quality. There are good reasons why the 7D costs more than the 650D - but that doesn't mean that the 7D is better for you. It is a lot more complicated to use, much heavier and lacks many of the features of the 650D.

Perhaps you could start with a 2nd hand 600D with 18-55 IS & 55-250 IS kit lenses. Then add a wide zoom & some fast primes. Should cost you much less than a new 650D kit or 7D.
