Interesting that Canon Tech Support told you there is no full time MF. Here is word for word what is in section 2 of the owners manual that came with my 40mm:

"When the camera AF mode is ONE SHOT AF, focus manually by pressing the shutter button halfway and turning the focus ring (Full-time manual focus)".

Kinda sounds like Tech Support isn't up to speed with the STM system just yet.
