70-200mm f/4L IS vs. f/2.8L IS II-- AF

A user here reports that the f/4 IS is able to lock on in lower light than the f/2.8L IS II. I believe this to be inaccurate. Can those who have used both either confirm or deny this? I've seen others deny it in the past, but would like more input thanks.

If you would, please answer the following:

1. Which is better at tracking moving subjects generally?

2. Which is better at tracking in low light?

3. Which is better at locking on in one-shot AF mode in low light generally?

4. Which can achieve focus in lower light? That is, if there is a difference in the lowest light level at which the lens can achieve focus, which one is the winner? (This other user is claiming/guessing that the f/4 IS can lock focus in lower light because the non-precision AF sensors are better at this.)

Thank you. I would appreciate some solid feedback based on practical experience, not armchair theory.
