Signal to noise ratio is increased by downsampling through noise averaging. This is in no way controversial.

If the image is 5% noise at full resolution it will be 5% noise at the reduced image size version.

How do you measure noise in percentage? Even so, this is incorrect; the amount of noise will be lower.
