Looking at the posted shots, it appears that the 5D is properly exposed for the bush, and the 7D is properly (or more nearly) exposed for the building wall in the background. Three things come to mind. First, shooting JPEGs introduces a whole new layer of in-camera processing that may contribute to the differences evident in the photos; it would be more interesting to see this comparison done using unprocessed RAW> tiff. Second, as I understand it, both cameras were set to evaluative metering, but they have different metering systems; with that in mind, a more valid comparison of cameras would seem to be spot metering on a particular point in the scene. And last, given the the issue is metering, not resolution, I would use the same lens on both cameras and upsize/downsize as necessary, just to eliminate the possibility that camera/lens performance might be a contributing factor.
