I'm not sure that I agree with this - especially because I don't even know what it means, but image quality is always important to me. No phone would ever be my primary choice for taking a photo - the tiny lens and tiny sensor are serious limitations. BUT, it doesn't matter how good a camera is if you don't have it with you, and the big advantage with the camera in a phone is that typically you always have it with you.

As for controls, that's very much a function of the Apps that you use (with some hardware limitations). On my Skyrocket with the standard App, I can select the focus point easily, and I can select exposure compensation of up to + -2.
