Select the best matte paper in the driver settings instead of plain paper, check whether the paper weights between the media selected and the actual paper are not too far off. Do a head alignment and a media transport alignment for the plain paper. Make sure that the printer uses the highest print resolution available which it probably also uses for the photo paper. If that all is not available for the plain paper you have a basic problem that can not be solved. Choices like that are available on my humble HP Pro Officejet K5400.

Do not expect any nice quality photo print with that method, the paper is not up to that quality, the ink load will not suit the paper either.
