Hmmmm, I don't get DPI setting request when saving an edited JPEG. The level of JPEG compression setting yes, but not DPI. DPI setting is specific to printing.
I don't use Elements 10 organizer though. It might have something to do with it. I don't know. Also, mine is a Mac version.
I don't do much printing but 300 DPI is the best setting for printing in most cases. The pixel count of an image file should not change unless you define DPI and the print size at the same time. In this case Elements has to match the pixel count that you defined, with the actual pixel count of the image file. If this results in downsizing the file it's not a big deal. Most images you see on the screen are downsized for viewing and it doesn't affect the quality of image. But upsizing the image file means Elements is improvising some additional pixels based on interpolation. This may affect the quality of image depending the extend of upsizing. I guess Elements works with 8 bit colour depth so interpolation can not be as good as 16 bit environment.
I think when you change DPI of a picture file, the file size should remain the same not twice as big as before unless you really know what you are doing. For more printing info it's best to go to its forum.
