Overexposure on 20mm F2.8

Overexposure on 20mm F2.8

I pick up a used lens, Nikon 20mm F2.8D and shooting on D90 Aparture mode. At F2.8, the picture come out perfect on the exposure. However, when i start closeing down the Aparture (step up on F stop), the picture become over exposure and totaly "white" at F22. It it happens on both D90 and D800.

i can take a picture at Manual mode at F5.6 or F8 but will have to go down at least -1 to -1.7 on EV in order to have the correct exporsure.

I am just wonder is this a lens problem or this is how it is behavior, If this is a lens issue, can anyone recomment place to fixed this, i am living in Southern Cal.
