Do you have a lot of shots like this or just the one? Do you have some pictures that you are happy with?

That bird is a hard picture to get a great picture of unless you are doing everything right. It is small, 40-60 feet away,half in direct sunlight, half in open shade, and will lack feather detail on the chest and stomach unless the lighting is perfect. F6.7 should be sharp. It looks like you spot metered on the bright side of the bird which is good, but that will bring up noise and kill detail on the shady side. The noise looks about right for the ISO and should clean up easily.

Your 1/2000 is fast enough enough most of the time, but not all of the time, especially if you are shooting hand held at a small target a long way away. Do you have any pictures at 1/2000 that are sharp or are they all soft?

The easiest way to tell if the lens is the problem is to run a test. If you are using a protective filter, take it off. Then micro-adjust the lens to your camera at 400mm. Turn stabilization off and lock your camera down on a solid rest like a tripod or bag full of beans or rice. Set a small, high contrast, high detail target out about ten yards and photograph it under ideal conditions. If the result isn't sharp then you have good reason to doubt the lens.
