Now for the rest of the problem. What penalty is their for parents that do not teach their children how to socialise with a dog? It is time for parents to realize that while you children may be the center of your world, they are not the center of everyone elses world.

It's time for dog owners to do the same. The world doesn't revolve around your precious dog.

Useless and unnecessary comment if you had copied my entire statement. You left out the following part of my post:

The rest of what Bill Randall wrote and smallcams ignored:

"All well and good. People that don't take responsibility for their pets should be punished. Unfortunately, the dog usually pays for the humans error."

Sorry about that. Yes, you're trying to be being objective. What I don't necessarily agree with is part where parents should teach children to socialize with dogs. There's a lot parents should teach their kids, but some families may never have a dog and it may not be on their To Do List. You can't expect everyone to have the same level of awareness or concern as you. I believe the burden is greater for dog owners to prevent their dog biting someone.
