Bit Depth Discrepancy

Hello, I have noticed this bit depth problem in various photo viewers on my new computer. On my old computer this problem was none existent. The tonal range transitions very roughly and gives a fake look. Provided is a side by side of Windows Photo Viewer (left) and Paint (Right) showing the hopefully obvious difference. Paint being the better. Looking for any insight into what is going on as I cannot figure it out. Thanks.
