I may buy the argument that they didn't need to make it any sharper for what it was supposed to do, but would a 2012 or 2013 lens of similar dimensions really be that much of an improvement design-wise?

I'm thinking not. If the lens is that new, and not sharp on mFT, I would then say that it's because it was designed for the lower tolerance of the larger sensor it was designed for.

And even if sharpness suffers somewhat, I suspect that in most circumstances it would suffice for the output, and wouldn't an oversized lens then still be preferred with regards to vignetting and cat-eye-effects and such?

I cannot argue against those points. Other characteristics of IQ, such as vignetting and bokeh, may well outweigh considerations of sharpness, especially so if the photo is not displayed at a large size, and these characteristics may be improved by using a lens with an oversized image circle.
